Local Self Government (Rural), • The local self-government is a three tire system known as Panchayati Raj, System., Zila Parishad, , Block samity, , Panchayat, , •, •, •, •, •, •, •, •, •, , •, , Panchayat at Village level, Block Samiti or Panchayat Samiti at Block level, Zila Parishad at District level., The village Panchayat consists of gram sabha, Panchayat and Sarpanch., All the adult members of the village form the gram sabha which meets at, least twice a year., The gram sabha elects the members of the panchayat and review the, work of the panchayat., The seats in the panchayat are reserved for scheduled caste and, scheduled tribes according to the population., One third seats are reserved for women., The panchayat is elected for 5 years but if it does not work properly then, the gram sabha may dissolve the panchayat in two or three years and reelect a fresh panchayat., The Sarpanch and the vice-sarpanch are elected among the members of, the panchayat and they co-ordinate the working of the Panchyat.

Functions of the Panchayat, • It is the duty of the panchayat to provide basic medical and educational, facilities., • It keeps a record of birth and death and issues certificates., • It looks after the construction maintenance and repair of village roads,, bridges, tanks and wells., • It also handles various welfare activities such as agricultural production,, rural industries and other development programs., • It maintains village records and collects land revenue., • It performs the judicial functions through Nyaya Panchayat and tries to, give judgments in small cases by taking fine but not sending the people, to prison., • It may lay down parks, gardens and playground for the recreation of, villagers., Functions of Panchayat Samiti or Block Samiti, •, •, •, •, •, , It co-ordinates and supervises the panchayats in their area., Administration of community development schemes., Looking after education upto middle standard., Plan out irrigation schemes., Provide good quality seeds and fertilizers for the development of, agriculture., • Supply safe drinking water, proper sanitation and drainage system., • Set up primary health programs and child welfare schemes., • Approve license for various trades., Functions of Zila Parishad, • It co-ordinates and supervises the work of the panchayat samities and, take up development work for the benefit of the people., • It advises the state government on all matters relating to panchayat, samiti., • Social work, education, medical facilities, vocational activities,, safeguarding environment etc. come under the work of zila Parishad., • It approves the budget of the panchayat samiti.
