JEXPO-2022, , INTRODUCTION, The Polytechnic Education in our State was introduced immediately after independence. To look after the academic activities, of polytechnic education, ‘State Council for Engineering & Technical Education’ was set-up as a Government outfit by an, executive order. The Council was a part of the Chief Inspectorate of Technical Education and subsequently of the Directorate of, Technical Education. West Bengal State Council of Technical and Vocational Education and Skill Development was, formed as a Statutory Body under the West Bengal Act XXVI of 2013., West Bengal State Council of Technical and Vocational Education and Skill Development (Technical Education Division), has various activities for conducting a number of courses at Diploma, Post Diploma, Certificate, Advanced Certificate,, Short Term Vocational Training, Commercial Education level besides monitoring and affiliating the academic institutions, conducting these courses and development of curricula for the purpose. The Council also advises Government in respect, of Technical Education for the areas mentioned above. Apart from aforesaid activities, the Council also conducts entrance, examination and prepares merit lists for admission of students to Diploma Courses in Engineering/ Technology /, Architecture/ Pharmacy etc. in the Polytechnics of the State under its affiliation., Admission of eligible candidates to the following courses will be made on the basis of merit list to be prepared based on, the results of JEXPO-2022 Entrance Examination:–, 1. Diploma in Engineering Technology in 1st Year of all Polytechnic Institutions (3 Years), 2. Application fee has been waived for the year 2022., No Offline Application Form for JEXPO 2022 will be available., INSTRUCTIONS FOR FILLING-UP OF ONLINE APPLICATION FORM, Online Application Form will have to be filled-in properly. Under no circumstances, any subsequent request for change, in information, furnished by the candidate in the Online Application Form, shall be entertained. Special care on the part, of candidates should be taken to prevent such error of omission and commission. Council is not liable for refusal of, admission to a candidate by the Institutes from taking final admission even after getting allotment for wrong, submission of information by the candidate. JEXPO-2022, , HOW TO GET ADMIT CARD ONLINE, e-Admit Card of the candidates appearing for JEXPO-2022 will be available in the website www.webscte.co.in. Admit, Card can be downloaded by entering Application Form Number. The print-out copy of the e-Admit Card available in, the website will be treated as valid Admit Card for JEXPO-2022. The e-Admit Card will contain name & address of the, Examination Centre for JEXPO–2022 along with other details. No Admit Card will be sent to the applicants, appearing for JEXPO-2022 through post or other means. Candidates must retain/preserve their e-Admit Cards, carefully till completion of the admission process for the academic session 2022-2023 and registration under the, council., SCHEME OF EXAMINATION, JEXPO-2022 will be conducted in 2 hours duration with 100 marks (Mathematics-40, English-10, Aptitude-10,, Physics-20, Chemistry-20) for admission of students in aforesaid courses. MCQ type questions will have to be, answered on specially designed machine gradable answer sheets (OMR Answer Sheet). Both ‘Correct’ as well as, ‘Wrong’ methods of answering in OMR Answer Sheet have been shown below. In the OMR Answer Sheet, appropriate, circles are to be ‘completely filled’ by using BLACK/BLUE BALL-POINT pen. More than one answer against any, question will be treated as incorrect response/ wrong answer. JEXPO-2022, , (viii) In case of violation of any instruction and adoption of unfair means in the examination hall by a candidate shall, render his/her candidature liable for cancellation and forfeiture of his/her claim for admission and appropriate, legal action will be taken against the candidate., PUBLICATION OF MERIT LIST, The merit position will be available in the Council’s website at www.webscte.co.in. The Council will not communicate, the result to any individual applicant. No Rank Card will be issued by the Council to the merit listed candidates, individually. There is no provision for post-publication scrutiny or review and inspection and hence any such, prayer will not be entertained., A candidate must follow the Council’s website www.webscte.co.in on regular basis for obtaining information regarding, post-result-publication counselling programme for admission., CERTIFICATE FOR SC / ST, Scheduled Caste/Scheduled Tribe candidates of West Bengal, as specified in Order No. 111(2)-TW/EC dated, 07.03.1991 of Government of West Bengal, are eligible for seeking admission through JEXPO–2022, under SC/ST Quota., SC/ST candidates having such certificates issued by the authority of States other than West Bengal are not, eligible for such benefit and they shall be treated as ‘General’ category candidates (such candidates have to apply, as ‘General’ category candidate). The caste certificate in the name of the candidate will have to be obtained from any, of the competent authorities viz. District Magistrate, Collector, Additional District Magistrate, Deputy Collector, SubDivisional Officer, Sub-Divisional Magistrate, Executive Magistrate, First Class Stipendiary Magistrate, Chief, Metropolitan Magistrate at Kolkata, Additional Chief Metropolitan Magistrate at Kolkata, Metropolitan Magistrate at, Kolkata and Collector of Land Revenue, Deputy Collector of Land Revenue, within their respective jurisdictions., However, Director/Deputy Director in the Backward Classes Welfare Department, Government of West Bengal can, issue such certificate in case of candidates claiming to be Scheduled Caste or Scheduled Tribe residing in any part of, West Bengal., CERTIFICATE FOR PHYSICALLY CHALLENGED (PC) [HANDICAPPED], Candidates, claiming seats reserved for physically challenged are eligible for seeking admission through JEXPO-2022,, under PC Quota who have obtained such certificates to this effect declaring the extent of ‘Handicap’ to be not less than, 40% by the Competent Authority. Candidates applying for claim against such reserved seats without having the, requisite certificate shall not be considered valid and their candidature will be liable to be cancelled., There may be additional 25 (twenty five) seats for PC candidates in each of the following three Polytechnics:, (1) North Calcutta Polytechnic, (2) Birla Institute of Technology and (3) The Regional Institute of Printing Technology., CERTIFICATE OF OTHER BACKWARD CLASSES (OBC-A AND OBC-B), Reservation of OBC-A and OBC-B will be made as per Government Order. OBC-A or OBC-B Certificate in the name of the, candidate will have to be obtained from any of the competent authorities viz. JEXPO-2022, , KANYASHREE SCHEME, As per Kanyashree Scheme, Kanyashree enrollees will get 50% waiver (i) in Registration Fee and (ii) in Counseling Fee., Also Kanyashree enrollees will get priority for accommodation in Hostel of Government Polytechnics where hostel, facility is available. The above stated facilities will be available on production/ submission of valid Kanyashree Identity, Card in original issued by the Competent Authority of the Government of West Bengal., NEWLY INTRODUCED POLYTECHNICS AND DIPLOMA COURSES, Admission in the first year may take place in some newly introduced polytechnics and some newly introduced diploma, courses in the existing polytechnics subject to the availability of approval of the AICTE and affiliation of the, WBSCT&VE&SD (TED) for the session 2022-23. Details in this regard shall be available at the time of counselling for, JEXPO-2022., ADMISSION, Admission of candidates to all Diploma Courses for the Academic Session 2022-23 in the Institutes mentioned, hereinafter [subject to approval of the AICTE and affiliation of the WBSCT&VE&SD (TED)] will be made through, counselling. Detailed information regarding counselling will be available in the Council’s website www.webscte.co.in, in due course of time., Issuance of e-Admit Card to appear in JEXPO-2022 or securing a rank in the merit list on the basis of the performance, in the said examination does not constitute a right/guarantee in favour of the candidate for his/her admission to any, diploma course unless he/she fulfills eligibility requirements and be able to secure a seat in the counseling process., The candidature of an applicant will stand automatically cancelled at any point of time if he/she fails to produce any of, the requisite supporting documents during counselling / admission / registration towards fulfillment of eligibility and, other criteria prescribed by the Council., NOTE: In case of Mining Engineering discipline, there are some statutory restrictions in Mining Act, 1952, in respect of engagement of female staff in underground mines and working time of female staff in any, type of mines., , 9

JEXPO-2022, , PRESCRIBED MEDICAL STANDARDS FOR ADMISSION, Candidates must satisfy medical fitness prescribed below :, - No Colour Blindness., - Physically & Mentally fit., - Able to pursue Technical Course., Candidates seeking admission to the Courses under the WBSCT&VE&SD (TED) should possess good health and, physique with sound mind. They should not be suffering from any disease/ physical or mental infirmity., All candidates (including Physically Challenged) have to produce Medical Fitness Certificate mentioning the above, criteria issued by the Registered Medical Practitioner, at the time of admission. Such Medical Certificates must possess, Signature, Date, Seal and Registration Number of the Medical Practitioner., METHOD OF COUNSELLING, All candidates are directed to keep in touch on regular basis with the website www.webscte.co.in for information in, respect of counselling and admission. Scheduled Caste, Scheduled Tribe, Physically Challenged (Handicapped), OBC-A,, OBC-B etc. candidates are required to produce the Caste Certificate or Physically Challenged (Handicapped) Certificate, or related Certificate in original issued by the competent authority of Government of West Bengal at the time of, counselling / admission without which their claim for reserved seats will not be entertained. Candidate will have to, take admission within the date mentioned in the allotment letter. Admission in respect of the candidates failing to, get themselves registered under the council within the stipulated time will be cancelled automatically and no further, claim will be entertained., STUDENTS SAFETY INSURANCE POLICY, Students Safety Insurance Policy has been implemented for the students of all Government and Government Sponsored, Polytechnics under the affiliation of WBSCT&VE&SD (TED) from the academic session 2018-19., DETAILS OF RESERVATION, (i), , (ii), , (iii), , 22% and 6% of the seats are reserved for candidates of West Bengal belonging to Scheduled Caste and, Scheduled Tribe respectively for the Government & Government Sponsored Polytechnics. In case of nonavailability of sufficient no. of eligible candidates under ST Category, the vacant seats will be converted to SC, Category subject to the consideration of all merit listed ST candidates., Maximum of 5% of the total intake capacity in Government and Government Sponsored polytechnics is reserved, for Physically Challenged (Handicapped) candidates. In case of non-availability of sufficient no. of eligible, candidates under this Category, the vacant seats will be converted to General Category subject to the, consideration of all merit listed Physically Challenged (Handicapped) Candidates., Reservation of OBC-A and OBC-B will be made as per Government Order., 22

JEXPO-2022, , (iv), (v), , Reservation of Wards of Ex-Servicemen quota will be made as per Government Order., Women’s Polytechnic, Kolkata and Women’s Polytechnic, Chandannagar are exclusively reserved for women, candidates., (vi) Ramakrishna Mission Shilpapitha, Belgharia and Ramakrishna Mission Shilpamandira, Belur are exclusively, meant for the male candidates., (vii) Government and Self-Financed (Private) Institutes have a separate fee structure -(a) For Government Institutes, – Tuition fee: Rs. 50/- per month, (b) For Self-Financed Institutes:, o For seats through counselling, – Tuition fee: Rs. 1,500/- per month, o For seats under Management Quota, – Tuition fee: Rs. 2,500/- per month, (viii) Out of total intake capacities in the branches of Printing Technology and Photography at The Regional Institute, of Printing Technology, 27 and 14 seats are reserved as AICTE quota., (ix) In compliance with the Government Notification, 5% of the intake capacity shall be filled up on supernumerary, basis under Tuition Fee Waiver (TFW) Scheme., (x), (a) District Quota (DQ) : 20% seats of Polytechnics in each district / zone will be reserved for the candidates of, respective districts / zone (remaining 80% seats for State Quota). In case of non-availability of sufficient no. of, candidates in DQ, the vacant seats will be converted to State Quota (SQ). Candidates must pass Madhyamik or, equivalent Examination from the district for which he/she claims district reservation facility., (b) Female Quota (FQ) in DQ : Out of the DQ seats 25% seats will be reserved for the female candidates of, respective districts / zone. In case of non-availability of sufficient no. of candidates in FQ, the vacant seats will, be converted to normal seats of respective category (General, SC, ST, PC)., (c) Land Loser Quota (LLQ): Land Loser here means a person whose land has been acquired by the, Government for public interest and who possesses proper certificate., o 2% of total seats in all Government & Government sponsored polytechnics shall be kept reserved for, the candidates of land loser category., o Certificate issued in the name of Parents / Legal Guardians (in case of orphans) by the Block Land &, Land Reforms Officer (BL&LRO) / BDO / SDO / First Class Magistrate of the state of West Bengal shall, be considered only. Candidates have to produce original supporting documents at the time of, counselling / admission., o LLQ seats shall be filled-up through Counselling. In case of non-availability of sufficient no. of, candidates in LLQ, the vacant seats will be converted to General seats., o LLQ is not applicable for the candidates of the states other than West Bengal. So they need not to opt, ‘Yes’ in the application form., (d) Management Quota (MQ) :, MQ seats for the Self-Financed Polytechnics affiliated to the Council are 25% of the approved intake as on, date., N.B.:, , However, there is no District Quota (DQ) seats in the following five Government Polytechnics:, (1) A.P.C.
