This involves facilitating easy geographic access to enroll all eligible students in the upper primary schools, providing a reasonable level of facilities and infrastructure in these primary schools. This seems to be a more desirable long-term goal than one that is achievable at present levels of primary education development. Academically backward states have lower primary education completion rates and lower transition rates than states with advanced levels of education.
